Be aware of the fair use policy (FUP, a rule that lets the operator slow you down after heavy use). Egypt's Phone Registration Rule (IMEI Tax): Why eSIM Users Are Exempt

This is the biggest change for travelers to Egypt since 2025, and most guides still miss it. Egypt's telecom regulator (NTRA) and customs authority now track the IMEI (the unique hardware ID of every phone) of foreign phones that use an Egyptian SIM card.

Here is how it works. The moment you insert a local Egyptian SIM card into a foreign phone, its IMEI is registered and a 90-day clock starts. The clock counts cumulative days and keeps running even after you leave the country. After 90 days, the phone must be registered through the official Telephony app and a customs fee of up to 38.5 percent of the phone's value may apply. Unregistered phones get blocked on all Egyptian networks. One personal phone per tourist is exempt for stays under 90 days, and devices used in Egypt before January 1, 2025 are whitelisted.

The good news: international travel eSIMs and foreign SIMs on roaming are treated as visitor connections and do not trigger the local registration process. If you connect through a provider like eSIM4Travel, Airalo, or Holafly, you skip the paperwork entirely. Divers and winter-stay regulars who return to Egypt several times a year should be especially careful with local SIM cards, because their 90 cumulative days add up quickly.
