Maya Mobile is missing from the chart on purpose. It has the most reports here, 24 of 26 (92%), but we have not tested it, so we do not rank it. Its numbers are further down.

Nomad is the best eSIM for Croatia for most travelers because it has the strongest record in the reports. 17 of 20 travelers (85%) said it worked, which counts as strong evidence. No other provider we have tested has even half as many Croatia reports.

Nomad's own Croatia page names two networks, A1 and Telemach [8]. If one is weak where you stand, you can switch to the other by hand. Plans started at $4.00 as of August 2026. The largest fixed plan was 50 GB for 30 days at $31.00 [8]. "Unlimited" plans give 2 GB a day at full speed and then drop to 512 kbps [8]. Hotspot is allowed, and you get two months to install and activate.

In our hands-on Nomad test, run outside Croatia, we saw no sign of throttling (144 Mbps down at that single location). The Vefru test score is 6.8 out of 10. Purchase, installation and connection speed each scored 8.

The drawback is the help desk: customer support scored 2 out of 10. We got an AI chatbot with no direct route to a human, and an email reply came about 10 minutes later. The app also stopped working once our data ran out, and its data counter lagged. Track your usage in the phone settings. Nomad fits travelers who can fix small problems themselves. If you expect to need help, look at the three providers with the strongest help desk in our tests.

Holafly sells only unlimited data. All 6 of 6 Croatia reports (100%) said it worked. Six reports is limited evidence, but there is not one failure among them. It suits heavy users and remote workers who do not want to count gigabytes. Holafly also has the largest Trustpilot sample here: 4.7 out of 5 from 106,228 reviews at the time of writing.

You pay for that comfort twice. In our Holafly test, run outside Croatia, speeds looked capped. We measured about 30 Mbps at that single location, far below what the 5G network there could deliver. The speed held after about 6 GB in one day. Still, Holafly may slow you down after about 4.5 GB a day under its fair-use policy. Connection speed and prices both scored 4 out of 10.

The Vefru test score is 6.2 out of 10. Installation is the high point at 9: one tap in the app, and data worked right away. Hotspot use is mostly limited to about 500 MB a day. When the plan expires the app stops working too, and you need Wi-Fi to buy more days.

We could not confirm Holafly's Croatian networks. The travel blog Traveltomtom names Telemach and A1, while Yesim's blog names A1 and HT. A 7-day plan averaged about $27.50 in third-party listings as of August 2026. That is far above the local operator eSIMs. See also how Holafly and Airalo differ.

eSIM4Travel has the highest Vefru test score of any provider we have tested: 8.8 out of 10. In our eSIM4Travel test, run outside Croatia, customer support and prices both scored 10. We saw no sign of throttling: it used the full 4G speed available (116 Mbps down at that single location). A human agent was easy to reach after a short chatbot exchange.

The network list sets it apart in Croatia. Its Croatia page names Hrvatski Telekom, A1 and Telemach [10]. It is the only provider in our research whose own page lists HT, the network with the widest island and coastal reach. Its help desk told us you can switch networks by hand when the signal is weak. That makes it the one to look at for island-hopping and sailing.

Three cautions. We have no traveler reports for eSIM4Travel in Croatia yet, so this advice rests on our test and the network list. There is no app and no unlimited plan, and once your data runs out you need Wi-Fi to buy more. When we checked in August 2026, its Croatia page showed the product as being upgraded. Plans were listed from $0.94 [10]. Check that the plan is on sale before you count on it.

Saily is the easy choice if this is your first eSIM. It scored 8.5 out of 10 in our Saily test, run outside Croatia. Customer support got 10 out of 10: a chatbot first, then a human who answered quickly. The app and installation got 9 each. Only eSIM4Travel scored higher overall.

Installation runs inside the app and was among the smoothest we have tested. Installing does not start the plan, so you can set it up at home. You do need the app, because Saily sends no QR code by email. The app has a built-in VPN and ad blocker, and it can top up by itself when you hit the limit. Speeds were solid but did not use the full 5G potential (174 Mbps down at our single test location outside Croatia). The unlimited plan slows to 512 kbps after 1 GB in 24 hours.

GoMoWorld scored 8.2 out of 10 in our GoMoWorld test, run outside Croatia. It got the only 10 we have given for connection speed. We saw no throttling, even after more than 10 GB in one day. Near a 5G tower it reached up to 1,350 Mbps at our single test location outside Croatia. Prices scored 9, and hotspot is allowed.

In Croatia the record is 1 of 2 reports, too few to judge either way. Third-party listings show Croatia inside its Europe plans, with no unlimited plan on sale. One of them was 40 GB for 30 days at $22.87 as of August 2026. We could not confirm which Croatian networks it uses.

It fits a longer Europe trip where you want a big bundle at full speed. Two things to know. Everything runs through the app, and there is no QR code by email. You start the plan by hand, so you can install at home. Human agents work on weekdays from 8:00 to 17:00 only. Customer support scored 6 out of 10.

Global YO is often the cheapest provider in our comparison tool. Prices scored 10 out of 10 in our Global YO test, run outside Croatia, and installation scored 9. The Vefru test score is 8.0 out of 10. We saw no slowdown in the test (over 150 Mbps down at best, at that single location).

For Croatia we have 1 of 1 report, too few to judge. Global YO lists Croatia on its site but did not name a network when we checked in August 2026. Plan terms in our research gave 1 GB a day at full speed and slower data after that. You can only buy through the app. In our review, a calling add-on cost $3.00.

The weak spot is customer support, 5 out of 10. The first reply came in under 10 minutes, the follow-up took more than 30, and the answers were generic. Pick Global YO when price matters most and you can fix small problems yourself. Our eSIM troubleshooting checklist covers the usual ones.

GigSky works as a virtual operator, and its app stays partly usable after your data runs out. You can buy more without hunting for Wi-Fi, which no other app in our tests allows.

In Croatia, 3 of 3 reports worked, which is too few to judge. Third-party sources name A1 as its only Croatian network, which we could not confirm. One network means no fallback where A1 is weak. Connection speed scored 6 out of 10. On a full-signal 5G cell we got 4G-level speeds (about 114 Mbps down at best, at our single test location outside Croatia).

Jetpac has a clean but small record in Croatia. 4 of 4 reports worked, one of them from Zagreb. Four reports is still too few to judge. Third-party sources name Telemach and A1 as its networks, which we could not confirm.

It suits short trips and small top-ups. Third-party listings showed 1 GB for 4 days at $1.00 as of August 2026, the cheapest small plan in our research. Its plans are valid across Europe. Extras include in-app calling and free lounge access when your flight is delayed. Packages over 3 GB come with unlimited WhatsApp and Google Maps. Jetpac sells no unlimited data plan.

The Vefru test score is 6.7 out of 10. In our Jetpac test, run outside Croatia, installation scored 9. The purchase process, the app and customer support scored 5 each. The website confused us, and the first help desk reply took 8 minutes. Speeds were usable but looked limited on 5G (about 100 Mbps down at first, at our single test location).

The Vefru test score is 6.2 out of 10. In our Yesim test, run outside Croatia, connection speed and installation scored 8, but customer support got 2 out of 10. That is the same low mark as Nomad, with far fewer Croatia reports behind it. Yesim also starts the plan right after purchase, so buy it just before you travel.

Airalo is the best-known travel eSIM brand. In Croatia it has the weakest record of any provider with 5 or more reports. Only 5 of 9 travelers (56%) said it worked, and the single report from Split was a failure. Nine reports is limited evidence, and a bad report can mean slow data, not a dead line. Still, four problem reports in nine is a pattern we would not ignore.

Airalo's Croatia page named Telemach as the main network, plus A1, when we checked in August 2026 [9]. Older third-party write-ups named HT and A1, so the partner seems to have switched. We could not date the switch.

Unlimited plans ran from $9.50 for 3 days to $59.00 for 30 days as of August 2026 [9]. You must install within 30 days of buying, and the validity starts on first connection [9].

In our Airalo test, run outside Croatia, it scored 7.3 out of 10. Purchase and installation got 9. We found no artificial speed limit on 4G (40 to 150 Mbps down at our single test location). You can buy on the website without the app and share the QR code, handy when you buy for a travel partner. Prices got 4: our 1 GB test plan cost $4.50, more than four times the eSIM4Travel price. Maya Mobile, Simify, Roamless and Ubigi in Croatia: Reports Without a Vefru Test

Four more providers have Croatia reports but no Vefru test score, because we have not tested them yet. We give you their numbers, and we do not rank or recommend them.

• Maya Mobile: 24 of 26 reports worked (92%), strong evidence and the most reports of any provider here. The one report from Pula was a failure. Its Croatia page did not name a network when we checked in August 2026.
• Simify: 4 of 4 reports worked, too few to judge. Its Croatia page did not name a network when we checked in August 2026. Simify says the eSIM connects to the strongest network by itself.
• Roamless: 3 of 4 reports worked (75%), too few to judge. A third-party source names Telemach, A1 and "Hrvatski" (most likely HT), which we could not confirm.
• Ubigi: 2 of 3 reports worked (67%), too few to judge. One of the good reports came from the Dalmatian Coast. Ubigi's official partner list named A1 as its only Croatian network when we checked in August 2026. Tethering is allowed.

Price per GB in Croatia by eSIM Provider

How much does each provider charge per GB in Croatia? The chart below compares plans of 1 to 10 GB that last 6 to 14 days. That is the usual range for a one- or two-week trip. Provider websites show only their own plans, so this side-by-side view is one you would otherwise have to work out yourself. A shorter bar means a lower price per GB.

How Much Data to Buy for Croatia

Read the small print on "unlimited". Nomad's unlimited plans drop to 512 kbps after 2 GB a day [8], and Saily's after 1 GB in 24 hours. Ubigi's 30-day unlimited plan gave 60 GB at full speed and 2 Mbps after that. That is from Ubigi's plan terms as of August 2026. If you truly need unlimited data and stay in Croatia, the operator eSIMs cost less.

City-level reports from Croatia are thin. Only five reports name a specific place, and no place has 3 or more. That is too few to name a city winner from the reports. Zagreb has two reports, and both worked: one for Jetpac and one for Nomad. That is too few to judge, so the country pick applies. Nomad is the best eSIM for Zagreb on the evidence we have, with 17 of 20 reports across Croatia. HAKOM's 2025 measurement tested 31 cities and found call setup success of about 99% on every network [1]. In a city, the provider's record matters more than which of the three networks it uses.

Split has a single report, a failure for Airalo. One report is too few to judge, though it matches Airalo's weak country record of 5 of 9. We would buy Nomad for Split, because its 17 of 20 country record is the strongest we have. If you continue from Split to the islands, read the next part first.

Best eSIM for the Dalmatian Coast, Dubrovnik and the Islands

The Dalmatian Coast has one report, a good one for Ubigi. We have not tested Ubigi. For the mainland towns, Dubrovnik included, the country pick Nomad applies. Islands and boats are different. Coverage thins out in the deep channels between islands and on open sea, and HT reaches furthest there.

For island-hopping and sailing we would look at eSIM4Travel first, because its page lists HT next to A1 and Telemach [10]. Keep in mind it has no Croatia reports yet. The other route is HT's own tourist eSIM, covered below. To check one island or bay, open the coverage maps from the Croatian regulator HAKOM. They show each operator's signal, based on data the operators supply every quarter [2].

Mobile Networks in Croatia: HT, A1 and Telemach

Croatia has three mobile networks: Hrvatski Telekom (HT), A1 Hrvatska and Telemach. A travel eSIM does not run its own network. It roams on one or more of these three. The network list tells you more about coverage than the brand name does.

All three are good by European standards. HAKOM's 2025 independent network measurement covered 31 cities and about 5,000 km of roads. It found call setup success of about 99% on all three networks. The best average download speed was 366 Mbit/s [1].

According to the telecom site Alertify, HT led the data category with 522 of 600 points. Telemach had 509 and A1 had 482. We could not confirm those figures in HAKOM's own release.

HT is the strongest network overall. HT says it won Ookla's awards for fastest mobile network and best mobile coverage six years in a row. The latest was announced in September 2024 [7]. Opensignal's October 2025 report gave HT the fastest average download (89.0 Mbps) and the best coverage experience. Telemach won the reliability, consistency and availability awards, with users connected 98.9% of the time.

Here is the catch for travelers: most travel eSIMs do not use HT. Nomad and Airalo name A1 and Telemach on their own pages [8] [9]. Of the 27 providers in our research, only eSIM4Travel names HT on its own page [10]. For a few others, Yesim and Simoptions among them, only third parties name HT.

In towns and on motorways that rarely matters. On islands, in the channels between them and in the karst interior, 4G and 5G thin out. HT's reach counts for more there. An eSIM with more than one network lets you switch by hand when one is weak.

All three operators run 5G, and A1 advertises unlimited 5G on its tourist plans [4]. HT switched off 3G on 30 Jan 2025. A1 planned to follow by 2026, and Telemach has announced no date. Any phone that takes an eSIM already uses 4G or 5G, so the shutdown only matters for old spare phones. Not sure 5G is worth chasing? See our 4G and 5G comparison.

Croatia Tourist SIM Cards and Operator eSIMs: When They Beat a Travel eSIM

If Croatia is your only stop and you want unlimited data, a Croatian operator beats most travel eSIMs on price. Prices below are in euros for the operators and in US dollars for travel eSIMs, all as of August 2026.

• A1: A1's tourist page lists a 3-day unlimited eSIM at €10.90 and a 30-day one at €29.00. A "1+1" pack has two SIMs or eSIMs with 10 days of unlimited data for €14.90. It includes 100 minutes or SMS in Croatia. A solo 10-day unlimited plan was advertised at €7.90 to €9.90, and 120 GB for 90 days cost €25.00 [4]. You buy the eSIM online with a card, it arrives by email, and no ID is needed [4].
• Telemach: Telemach's NET2GO PLUS gives unlimited internet and 200 local minutes for 10 days at €9.95. SIM2GO has 10 GB and 200 local minutes for 30 days at the same price [5]. The online eSIM costs more: Telemach's net2go.eu shop listed 10 days of unlimited data at €24.90.
• HT: HT sells its Visiting Croatia tourist plan as an eSIM or a physical SIM [6]. According to the travel blog Traveltomtom (January 2025), 10 days of unlimited data cost €11.49. We could not confirm the current price on HT's page.

For scale, Airalo's 10-day unlimited plan cost $29.50 [9], and Holafly's 7-day plan averaged about $27.50 in third-party listings. The operator plans are also the ones with local minutes. Nomad, Holafly, Airalo and most other travel eSIMs here are data-only.

The catch: all three tourist plans work in Croatia only and include no EU roaming. A travel eSIM still wins in three cases. You want data the moment you land, your trip covers more than one country, or you only need a gigabyte or two.

You do not need to register a prepaid SIM in Croatia. The Electronic Communications Act in Croatia's official gazette Narodne novine sets no such duty, and SIMs are sold anonymously [3]. Staff may still ask for a passport if you sign up in a store.

Tourist SIMs are sold at operator shops, Tisak and iNovine kiosks, post offices, petrol stations and supermarkets. Croatia eSIM Tips: Neum, the Islands and Multi-Country Trips

The Neum Corridor on the Road to Dubrovnik

The coastal road and ferry corridor to Dubrovnik passes briefly through Bosnia and Herzegovina at Neum. Phones there can quietly latch onto a Bosnian network. With a prepaid Croatia eSIM the worst case is a few minutes without data. The bill risk sits with your home SIM, because Bosnia is outside the EU roaming zone.

Turn off data roaming on your home SIM before Neum, or pick a Croatian network by hand. If your trip includes a real stop across the border, compare plans that cover Croatia and Bosnia and Herzegovina.

Islands, Ferries and Sailing Routes in Croatia

Croatia counts 1,246 islands, islets and rocks, and only 47 are inhabited. Much of a coastal holiday happens on water, away from the mainland grid. Most visitors come between June and September and stay on the coast and islands. That is where a second network to fall back on helps most.

Croatia Plus Other Countries: Regional Europe eSIMs

Croatia joined the Schengen area and adopted the euro on 1 Jan 2023, so you cross from Slovenia without border checks. Your data plan is another matter. A Croatia-only plan stops at the border, and the operator tourist plans do not roam at all.

If Croatia is one stop of several, a regional Europe plan beats a Croatia-only one. Airalo's EU+UK plans started at $4.00 as of August 2026 [9]. How to Set Up an eSIM for Croatia

1. Check that your phone takes an eSIM and is not locked to your carrier. Our list of eSIM phones helps.
2. Buy and install at home, on Wi-Fi. Mind the timing: Airalo gave 30 days to install when we checked in August 2026 [9], Nomad gives two months. Saily and GoMoWorld do not start the plan on install. Yesim started ours right after purchase.
3. Follow the setup for iPhone or Samsung Galaxy. If you only got a code, turn the activation code into a QR code.
4. After landing, switch the eSIM line on and turn on data roaming for that line only. Many plans, Airalo's among them, start their validity on first connection.
5. Turn off data roaming on your home SIM, above all before Neum.
6. Top up before you hit zero. In our tests the Nomad, Saily, Airalo, GoMoWorld, Global YO and Jetpac apps stopped working once the data ran out. Only GigSky's stayed partly usable. On a boat there is no Wi-Fi to rescue you.
7. No data? Pick A1, Telemach or HT by hand in the network settings. If that fails, work through our eSIM fixes.

Summary: The Best eSIM for Croatia in 2026

The best eSIM for Croatia for most travelers is Nomad. 17 of 20 traveler reports (85%) said it worked, the strongest record among the providers we have tested. Its page names two networks, A1 and Telemach, and we saw no throttling in our test. The Vefru test score is 6.8 out of 10, held down by customer support at 2 out of 10.

Choose differently in three cases. Heavy users who want unlimited data can take Holafly (6 of 6 reports, 6.2 in our test). The price is capped speeds and a high bill. Island-hoppers and sailors should look at eSIM4Travel (8.8 in our test), whose page lists HT, but it has no Croatia reports yet. First-time users get the best app and help desk from Saily (8.5 in our test, 1 of 1 report).

Staying in Croatia only and want unlimited data? Check the operator eSIMs first. A1 sells one online without ID, at a fraction of travel eSIM prices. Be careful with Airalo: only 5 of 9 reports (56%) worked.
