The best eSIM for Portugal connects when you land and keeps working when you leave the coast. We ranked every travel eSIM we tested that also has traveler reports from Portugal, using two separate numbers. One is our own Vefru test score. The other counts reports that name Portugal or a place in it. Across 220 reports from March 2024 to August 2026, 191 said the eSIM worked.
Coverage is strongest along the coast and weakest inland. ANACOM (Portugal's telecom regulator) ranked the Lisbon metro area best in its 2021 mainland drive tests, with Centro and Alentejo last. 5G reaches all 308 municipalities but only 2,318 parishes (75.0%), according to ANACOM's Q3 2025 5G figures. 3G is gone too: MEO switched it off on 31 Jan 2024, and DIGI never had it.
Most visitors arrive by air into Lisbon, Porto, Faro, Madeira or the Azores, so install your eSIM before you fly. Spain sent 23.8% of Portugal's international tourists in 2025, according to INE data. If you live in the EU, your home SIM usually roams at home prices here, so you may not need an eSIM. Holafly's own FAQ says its eSIMs do not work for EU residents inside the EU.

How we got these numbers: we read 220 public customer reviews that mention Portugal or a place in it, published between March 2024 and August 2026. We counted a report as "worked" when the reviewer said the eSIM connected, even with small hiccups. Strong evidence means 20 or more reports, limited means 5 to 19, and fewer than 5 is too few to judge. The Vefru test score is our own hands-on test, run outside Portugal. GigSky has the best mix of traveler evidence and test results for Portugal. 22 of 26 reports (strong) say it worked, and most of them date from 2026. One reviewer had data everywhere except where the local signal was poor. An Azores visitor still had data between the mountains when friends did not.
The complaints are clear. Two travelers could not get data in Portugal at all, one of them on a free plan from a Visa card deal. Another found it weaker than a rival eSIM in big Spanish and Portuguese cities. A cruise buyer spent two days getting the eSIM onto a Pixel 7, so install it at home first.
GigSky's Vefru test score is 7.2 out of 10. A live agent answered almost at once, so the help desk scored 9 out of 10. Speed scored 6, at about 114 Mbps down and 16 Mbps up after a restart. The app scored 6, but it keeps working after your data runs out. That means you can top up without Wi-Fi.
GigSky did not name its Portugal network when we checked in August 2026. It says it connects you to the fastest one available. New users get 100 MB free. Our GigSky test also found cruise plans for more than 190 routes, handy if your ship leaves Lisbon.

Global YO has a Vefru test score of 8.0 out of 10 and scored 10 for price. It is often the cheapest brand we test. In Portugal, 14 of 16 reports (limited) say it worked, including a rural road trip and a packed music festival. Most good reports date from late 2024 and early 2025. The most recent one, from August 2026, calls the Portugal data "pretty low quality".
In our test it ran at 74 Mbps down and 72 Mbps up, then passed 150 Mbps down. The weak spot is the help desk, which scored 5 out of 10. The second reply took more than 30 minutes. You can only buy in the app, and the app stops working once your data runs out.
Some phones need the APN (the data connection name) set to "globaldata" by hand. Each eSIM also installs only once, so never delete it mid-trip. Global YO did not name a Portugal network when we checked in August 2026. Full results are in our Global YO test.

Holafly has the cleanest record in our Portugal data: 23 of 23 reports (strong) say it worked. That includes 2 of 2 each in Lisbon, Porto and the Azores, plus 1 of 1 in Madeira. One Azores visitor switched to Holafly after Airalo failed there. A cyclist used it for maps along 250 km of the Portuguese Camino.
In our hands-on test, Holafly ran at about 30 Mbps down and up on a 5G signal. It scored 4 out of 10 for both speed and price, for a Vefru test score of 6.2. Portugal plans are unlimited only: $11.90 for 3 days, $27.50 for 7 days and $73.90 for 30 days (as of August 2026).
Holafly names MEO, NOS and Vodafone as its Portugal networks. Hotspot use is capped, but its own pages disagree on the cap (1 GB or 500 MB a day). Jetpac worked in all 6 of its Portugal reports (limited), including 1 of 1 in Porto. Only Holafly has a longer run without a failed report. Portugal reviewers praise its WhatsApp help: a traveler in Porto and another who landed in the Azores both got quick fixes. One reviewer planned 10 GB for two weeks but used it up in three days.
Jetpac's Vefru test score is 6.7 out of 10. In our hands-on test it scored 9 for installation and 8 for speed, starting at about 100 Mbps down and 67 Mbps up. The app and purchase steps scored only 5. Our own help desk test waited 8 minutes for a first reply, so that also scored 5.
Its strengths suit heavy users. Unlimited plans give 3 GB per 24 hours at full speed, then up to 1 Mbps. Hotspot use has no cap. Packs of 3 GB or more keep WhatsApp, Uber and Google Maps free after your data runs out. Jetpac also gives you airport lounge access if your flight is delayed.
Its Portugal page did not name a network when we checked in August 2026; NOS and Vodafone are reported but not verified. The same page listed 20 GB at $35.00 but 30 GB at $23.99 (as of August 2026), so check the price before you pay. Full results are in our Jetpac test.

Nomad has more Portugal reports than any other brand we tested: 28 of 36 (strong) say it worked. It did well on the islands, with 2 of 2 in Madeira and 2 of 2 in the Azores. The cities look weaker: 1 of 3 in Lisbon and 0 of 1 in Porto.
The bad reports are specific. One eSIM stopped after two days, and a Porto visitor lost service for the last two days of their trip. A Lisbon arrival had no data at the airport for a long time. A traveler in rural Portugal had to restart the phone every morning to reconnect.
Nomad's Vefru test score is 6.8 out of 10. We measured 144 Mbps down, and the app is well built. The help desk scored 2, with no direct route to a person. Unlimited plans slow to 512 kbps after 2 GB a day, per our Nomad test.
Nomad lists "MEO / Vodafone / Sonaecom" for Portugal. Sonaecom is an old company name, so we could not confirm the exact networks. Its page also warns that coverage may exclude overseas territories, so check Madeira and the Azores before you buy. Activate within 60 days, or the plan starts on its own.

eSIM4Travel has our highest Vefru test score, 8.8 out of 10, including 10 for price and 10 for its help desk. It is also the cheapest verified 10 GB option for Portugal at $7.96 for 30 days. Smaller plans cost $3.02 for 3 GB and $4.44 for 5 GB, both for 30 days (as of August 2026).
The Portugal evidence is thin: 1 report, which worked, is too few to judge. Its plan title lists MEO, Vodafone and NOS, but the network widget on the same page shows only Vodafone and MEO. Unlimited plans start at $7.26 for 3 days (as of August 2026), with 3 GB a day at full speed. After that the page gives two different slowdown speeds: 1 Mbps and 128 kbps.

Saily has a Vefru test score of 8.5 out of 10, with 10 for its help desk and 9 for its app. Its Portugal page names all three big networks: MEO, Vodafone and NOS. In Portugal, 3 of 4 reports say it worked, which is too few to judge. The one failure says the data lasted about 10 minutes.
Prices sit in the middle (as of August 2026): 1 GB for 7 days costs $3.99. Over 30 days, 5 GB costs $9.99 and 10 GB costs $16.99. You get 180 days to activate before the plan starts on its own. The app has a built-in ad blocker that saves data, and our test measured 174 Mbps down and 70 Mbps up.

Only 2 reports cover Portugal (both worked, in Lisbon and Madeira), too few to judge. The Lisbon traveler switched to it after Nomad left them without service in the old town.
GoMoWorld did not name a Portugal network when we checked in August 2026. Users report a choice of NOS or MEO, which we could not confirm. Plans start at €3.99 (as of August 2026), stay valid until you start them, and are refunded in full if activation fails. Human help is available weekdays only, 8:00 to 17:00, per our GoMoWorld test.

Airalo is the best-known name here, but it has the weakest Portugal record of the brands we tested. 13 of 19 reports (limited) say it worked. Lisbon went 2 of 5, Porto 0 of 1 and the Azores 1 of 3.
Three friends spent a full day in Lisbon with no data on any phone. A Porto visitor's eSIM cut out until they bought another. One traveler found the Portugal plan never connected in the Azores. Another lost data after moving between islands, and the help desk fixed it within a couple of hours.
Airalo's Vefru test score is 7.3 out of 10, with 9 for purchase and installation but 4 for price. Its product page names NOS, Vodafone and MEO. 7 days of unlimited data cost $27.00 (as of August 2026). If Portugal is one stop of many, its EU + UK plan starts at $4.00 (as of August 2026). - Maya Mobile: 49 of 51 reports (strong) say it worked, the largest sample in our data. That includes 3 of 3 in Madeira and 2 of 2 in the Azores. It charges $3.33 a day in every country (as of August 2026) and renews while its Travel Mode is on. It claims no caps, but a third-party report says it slows after 30 GB, which we could not confirm.
- Ubigi: 13 of 16 reports (limited), with 3 of 4 in Lisbon and 0 of 1 in the Azores. It runs on MEO only, so there is no backup network. 7 days of unlimited data cost $19.00, with 20 GB at full speed and 2 Mbps after that (as of August 2026).
- Roamless: 6 of 9 reports (limited), with 1 of 1 in the Algarve but 0 of 1 in southern Portugal. Its credits never expire, and it has no unlimited plan.
- Simify: 5 of 5 reports (limited). It did not name a network when we checked in August 2026, and you get 6 months to activate.

The median is the middle value, so one unusually cheap or expensive plan does not skew the result.

Best eSIM for Lisbon
Lisbon has the most reports, with 15 of 21 good ones, and the widest spread between brands. Yesim went 3 of 3, while Airalo managed only 2 of 5 and Nomad 1 of 3. One Airalo group of three spent a full day in the city with no data on any phone.
Coverage itself is good here: ANACOM's drive tests rank the Lisbon metro area as the best-covered mainland region. Our Lisbon pick is Yesim, the only tested brand with 3 or more reports here. Best eSIM for the Azores
The Azores gave 9 of 12 good reports, and the islands are where the networks differ most. In ANACOM's 2023 Azores tests, MEO averaged 50.8 Mbps down in Horta, against 28.7 for NOS and 22.4 for Vodafone. At Lajes das Flores, MEO also had the fewest no-signal samples: 8.3%, against 12.2% for NOS and 12.5% for Vodafone.
GigSky, Holafly and Nomad each went 2 of 2 here, too few to judge alone, so our country pick GigSky applies. Airalo worked in only 1 of 3, and one traveler said its Portugal plan never connected on the islands. Holafly names MEO among its networks. Nomad's page warns that coverage may exclude overseas territories, even though both Nomad reports here were good.
Best eSIM for Madeira
All 7 Madeira reports say the eSIM worked. Maya Mobile went 3 of 3, Nomad 2 of 2, and GoMoWorld and Holafly 1 of 1 each. No brand we tested has 3 reports here, so our country pick, GigSky, applies.
A 2024 Umlaut audit found MEO covering close to 100% of Funchal's population on 4G and 85% on 5G, according to secondary reporting. That audit covers Funchal only, so we cannot say how the networks compare on hiking trails. Holafly, Saily and Airalo all list MEO among their Portugal networks.
Mobile Networks in Portugal: MEO, NOS, Vodafone and DIGI
Portugal has four mobile networks. MEO, NOS and Vodafone carry nearly all traffic. DIGI has been live since 4 Nov 2024. The table uses the nPerf 2025 barometer (45,449 tests) and ANACOM's Q3 2025 figures.

MEO and NOS share first place, with 103,717 and 106,261 nPerf points, inside nPerf's stated 1.5% margin. MEO is the fastest, above all on 5G, and it led ANACOM's Azores tests. NOS has the best latency and streaming results. It also has 5G on 94.0% of its sites, so you are more likely to land on a 5G signal.
Vodafone is a fair third, and DIGI is not worth chasing on a short visit. One third-party ranking based on Ookla data names Vodafone fastest (Jul 2025 to Jun 2026), which we could not confirm. ANACOM's July 2026 draft decision would require 100 Mbps for at least 90% of residents in 813 more parishes by 31 Dec 2028. It was not final when we checked.
Airalo, Holafly and Saily officially name all three big networks, and eSIM4Travel does too, with a conflicting widget. Ubigi uses MEO only and ByteSIM uses NOS only, so neither has a fallback in weak spots. Local SIM and eSIM Options in Portugal
A local plan beats a travel eSIM in two cases: you need a Portuguese +351 number, or you want unlimited data for several weeks. For a short, data-only trip, a travel eSIM is usually cheaper and skips the shop queue. One Maya Mobile customer could not rent a bike in Porto because the shop needed to text them.

The Vodafone tourist eSIM starts counting days when you install it, not when you connect, so install it after landing. Local prices and deals move often, so check the operator's page on the day you buy. All Vodafone tourist plans are data-only. For a +351 number with calls and texts, a prepaid voice SIM from MEO, NOS or DIGI is the route.
Travelers report a Vodafone store by baggage belt 9 at Lisbon airport, open 07:00 to 22:00, and a small Vodafone store in Porto arrivals. A Porto buyer said staff asked for no ID. We could not confirm the ID rules for prepaid SIMs. ANACOM only states that you need ID to move a number between networks.

How to Set Up an eSIM for Portugal
Set everything up at home on Wi-Fi, then switch the eSIM on when you land. These steps cover the traps that show up in our Portugal reports.
- Check that your phone takes an eSIM. iPhones sold in mainland China, Hong Kong or Macao have none, apart from the 13 mini, 12 mini, SE 2020 and XS. Our list of eSIM phones covers the rest.
- Buy early, but watch the activation window. It is 60 days for Nomad, 90 days for Airalo and eSIM4Travel, 180 days for Saily and 6 months for Ubigi. GoMoWorld plans stay valid until you start them.
- Install the eSIM before you fly with our iPhone setup steps or Samsung setup steps. Keep it installed for the whole trip, because a Global YO eSIM cannot be reinstalled.
- When you land, turn the eSIM on, set it as your data line and switch on data roaming. Travel eSIMs need roaming on, even in the country they are sold for.
